[Cato has watched all of your shenanigans barge. Particularly the debacle between Nygma and Ladd and Crane. He has some words about this.]

You all suck at giving people a show.

[He's all kinds of cocky teenager] I mean you really do. I went back through the network posts and for whatever reasons or not you guys are lousy.

Plus, I'm amazed the admiral isn't taping all of this. Unless he is. Is he? [Cato is not preturbed by that thought. At all.] I mean okay then maybe I'd take it back because if he's taping this for an audience it doesn't matter if you try to hide what you did. The cameras will see, and people will place bets.

I honestly think that he should make the games available for viewing. [Anyone who has any experience with human emotion can tell Cato's trying to be brave when he says this. It sounds hollow, a boy's boast.] That way, people would have a good idea of what sort of tactics to use.

Or I'd just like to watch them.

I think the problem is that people aren't trying to put on a show. They're just living their lives.

[Dylan has been part of a show where people bet on whether he'd survive or not. He didn't like it.]

...And they're all constantly trying to kill each other, maim each other, or put each other down. How is that living?

[Cato knows all about this man. Why didn't you like it? It's pretty cool.]

Hey, no one said living is always easy. And there are a lot of angry people here, who, unfortunately, turn their anger to violence.

Then the admiral and his deputies need to take things in hand. We don't have those kinds of problems in district two. Someone wouldn't have been murdered like that.

[the peace keepers would be dragging him away right now, to be made into an Avox.]

Tell me he's at least being killed. Or whipped.

I'm sure even district two has some crime now and then. [Dylan can barely imagine a place where there are humans that would have no crime whatsoever.]

It's being dealt with. But whipping and execution aren't the sort of punishments we use here.

[districttwo]

...Of course. And they were punished severely. Mostly Stoners. People who lived in the poorer districts and who didn't understand...what a joy it was to serve the capitol.

[That hollow boast there? Yep. It's back.]

...What then? A day in the stocks? A fine? Half his goods? Imprisonment of his loved ones?

[This sounds like a bad case of jingoism brainwashing.]

The perpetrators will spend some time locked up in level Zero. They're here to be rehabilitated. Humiliating them or threatening their families wouldn't help them.

Humiliation's the only way to help people. [But again, he does not sound so sure.]

Humiliation doesn't help anybody. It makes some people angry, breaks other people, but it doesn't help them.

[districttwo]

What would you know about it anyway? [There's a sneer on his face.]

[Dylan smiles in response to Cato's sneer.]

About helping people? Actually kind of a lot.

If you're teaching them to be weak that's not helping them.

[It's almost like talking to a post-Fall Nietzschean.]

I'm not teaching them to be weak. I'm teaching them that they can be stronger when they work together.

I'm sure you've had people help you. People who raised you, taught you. Don't you think you're stronger now because of their help?

...They were working for the capitol. We're all stronger for the capitol's help.

[hunt4commonwealth]

There you go. Example number two for you.

Where I come from there's a race preparing for an invasion. No single planet could hope to hold them off alone. They can only survive by working together.

[districttwo]

...You should destroy the other race utterly.

[hunt4commonwealth]

There are some members of that race who are good. [Well...one Magog who is good. He's never seen or heard of more than that one. But that one opens up the possibility that there could be more.]

But we are trying to destroy the invading force. [Did destroy it. But at a cost that's unacceptable. So Dylan's here to earn a redo from the Admiral.] It's easier said than done, since they number in the trillions.

..Everything can be killed.

Yeah, they can be killed. But not by one person working alone, or even one planet. But if all of us work together then we'll be stronger than they are.

[districttwo]

Like making an alliance?

[hunt4commonwealth]

Exactly. And it's not just that one threat it makes them stronger against, either. By working together, protecting each other, and holding each other to humanitarian standards they can also establish a rule of law, organize commerce, and promote democratic rule. That was what the old Commonwealth was.
